Taxes will not be raised now or in the future - 100% of Groveland's financial commitment will be paid for with existing Community Preservation Act (CPA) funds (i.e., funds already set aside for this type of project).
Project leaders will partner with the Massachusetts Department of Transportation (MassDOT), the Merrimack Valley Planning Commission (MVPC), National Grid, and others to ensure a regionally and locally agreeable design.
The basics:

Design Costs: 100% are paid for by the Town

100% of Groveland’s financial commitment will be paid with existing CPA funds (including the voter-approved 2014 warrant article)

CPA-fund commitments will be staggered over multiple years

Each CPA-funds commitment has its own decision-point (i.e., Town Meeting warrant article) for voters to support (or not) the project's advancement.
